KOZ is unfair to those residents/businesses not located in the tax-free zone

4-year citizen study of KOZ.  The program is unconstitutional since one taxpayer resident/business pays all taxes at threat of loss of home/property while another doesn't simply because resident/business is located in a KOZ.
